of cost of resumption together with the actual cost of site formation, and (b) at Pat Heung

similarly the cost of resumption together with such sum (if any) as represents the value to the

Colonial Government at the time of relinquishment

of the formation work done by the Ministry:

in respect of buildings at both Kai Tak and Pat

Heung a sum representing the value of the buildings

to the Colonial Government at the time of relinquish-

ment. Failing agreement as to the value to the

Colonial Government of formation work or buildings

the matter to be decided by arbitration."

I hope that the Ministry will find that that phraseology

meets their views.

I am prepared to waive the question of

reinstatement and to agree that no liability should

attach to the Ministry on that account.
